Use Celestial Orbs to permanently increase an 11★ unit's maximum level.
By default, the maximum level for a 11★ unit is 220. Celestial Orbs can be used to increase the unit's maximum level an additional 20 levels (each Celestial Orb increases the unit's level cap by one level, and a maximum of 20 Celestial Orbs can be used per unit).
Each use of Celestial Orbs will increase a unit's level cap by a set amount. That amount depends on the rarity of the target unit as shown in the table below:

Note that 11★ units can additionally have their max level raised by another 20 levels through use of 
Aurora Essences, for a total potential level of 260.
Celestial Orbs can be obtained from the Bazaar, where they can be purchased for 200 Orb Points (OP) each.
